Where's the problem: Bios, CPU, Video Card or Motherboard?

Fans don't turn on automatically - overheating problem on CPU and video.
 
- F12 Diagnostics reports EVERYTHING is working, temp sensors, fans, etc.
 
- I8fangui reports 185 Degree CPU constantly, no reading on GPU.  I8fangui can turn on/off fans.
 
- Fn-Z does nothing.
 
- redoing heatsink material didn't help. 
 
Who can tell me where the locus of the problem is?  What do I need to replace, the motherboard?  CPU?  Video Card?  Flash the Bios?

What model ? If it's a C600 the MBD can cause this, the fan works when you test it, but never comes on when hot.

It's a Dell D800 with an NVidia WUXGA video card.  Actually, it's an M60 motherboard that's never been flashed to the D800.
