Windows Not Booting up? Error code 0f00:136C.......Please help

I currently have a Dell Inspiron 1200 Notebook Laptop, on startup it goes to a black screen with the Error message that Windows can't load due to Blank media or no media present in the optical drive.

 

I've tried to run in safe mode but the same message also comes up with the black screen. I did do a diagnostic and it came up with the error code 0f00:136c Msg IDE device failed. I also tried to put the windows reinstallation cd in but it wouldn't read.

 

I would appreciate any info on the situation.
