Windows Outlook express freezing the whole computer

Hi- desperately requiring some assistance. Anyone else know how to fix the situation where upon opening or clicking on a contact made in Windows Outlook Express, the whole computer stops and a drive inside the computer makes an audible stop and then the only way to start anything is to restart!?!

Also running really really slowly with internet but could be the location we're in.
