As far as I noticed you get the keyboard that is most common in the country.
I'm currently living in Germany and wanted a Swedish keyboard. I mailed 3 times to Dell Germany if I could get an XPS with a swedish keyboard, but did not get any reply.
When I called Dell Sweden I was asked if I would use it in Sweden, because otherwise they would not sell me one. So you must live (or at least have an address) and order in the country with your desired keyboard language design.
About the OS: ask any japanese if it possible to change it to English. Otherwise: as you happen to be a student, find out if Microsoft Alliance is available at your university, so you can download an English version for free.

It depends if you just want the keyboard layout or language change.
If you just want a keyboard layout you can get any version of Vista, I'm pretty sure of.
However! If you want to get all of the languages, you'll need to purchase ultimate.
