When downloading drivers from the support page you have two methods to download files. The first method is using Dell Download manager and the second is manually downloading them. From the error messages that you have included it looks like you may be having a problem with the Download Manager. If you have not tried a manual install the following link may prove helpful in correcting issues with the Download Manager.
Otherwise you can just choose the manual installation option. The process will ask if you wish to run the file or save, I generally suggest saving the file to a convenient folder or to the desktop. Then close out of the web once the file was downloaded. When installing video drivers I suggest uninstalling the current driver first, in control panel look for the Intel driver and chose uninstall. If it asks to reboot choose no. Once the driver has been uninstalled, restart the system into "low resolution mode". Start the system while tapping the F8 key and then choose "low resolution mode". In Windows XP it will be "enable VGA mode". Once back into Windows cancel out of any attempt by Windows to automatically install the driver. Find the driver file that you have already downloaded and run it by double-clicking on it. Let me know if you still have problems.
