In most of the cases this problem happens because of touchpad's erratic pointer movement. To eliminate the possibility of touchpad being the issue, please uninstall the touchpad drivers and reboot the computer. After reboot the computer will load the default (generic) touchpad drivers. Check if the problem happens with generic touchpad drivers installed. In your reply please mention the exact System Model Number of your XPS Ultrabook.
I'm using an XPS L322X and did the steps you outlined. I uninstalled the Cypress driver for the touchpad and rebooted. It looks like "HID-compliant mouse" has taken over as the generic driver (ver 6.2.9200.16548). I opened an internet browser, left it idle for three or four minutes and the window became inactive, "blinking" occasionally. Looks like the issue wasn't fixed.
There is a possibility some background applications are causing the opened Windows to become inactive. You can try to disable all the background applications and check if this fixes the problems. Technically this method is known as “clean boot”. Click here to find steps on how to perform a clean boot.
I think I've narrowed down which startup process is causing the issue. I followed the clean boot instructions, then gradually re-enabled certain startup processes and restarted to watch for the inactive window problem. When Dell's QuickSet process is disabled (ver 11.1.27.2 on my machine), the issue doesn't occur.
Should I simply leave that process disabled? Will my laptop run fine without it? Is there anything else I should do?
“11.1.27, A00” and “11.1.32, A01” are older versions of “Dell Quickset Application”. Uninstall these version(s) completely from your computer and install the latest version “11.1.39, A03”. Click here to download Dell Quickset Application version “11.1.39, A03, install and check if the problem still happens.
I tried connecting an external USB mouse and disabling the touch pad. Then the problem got solved. So I think the problem is with the Touch pad / Touch pad Driver or Its related hardware.
But this is not the solution, since it is always not possible to connect and external mouse and operate it., and if so what the point in having a Touch pad?
For other users the problem was isolated by performing the clean boot. Request you to adopt the same method. And try with different versions of Quickset suggested earlier.
I am experienced same problem. Have same hardware (XPS L322x), uninstalled Dell quick set, rebooted, (problem did not occur anymore). Reinstalled Quickset 11.1.39_A04, rebooted, problem reoccured. Uninstalled quick set A04, rebooted, problem did not occur again, reinstalled Quicket A03, problem fixed!

Removing "Dell QuickSet" solves for me .
I checked on XPS L322x
System Bios : A08
Last Update driver Ver. for Tpad + App QuickSet = Same issue : (
I'm also waiting to hear about a solution from Dell

To confirm which version of Quickset Application is causing the issue, I would request you to try the “Version 11.1.32, A01” and check.
