I had a similar problem. It appears that when running on battery and the Power plan is "Extended Batery Life" the Card Reader is disabled. This can be corrected easily by changing the Power plan settings (in Windows 7: Control Panel\Hardware and Sound\Power Options -> Select a plan and choose "Change Settings -> Change advanced power settings -> Dell enhanced settings -> Media cards and 1394 devices). Let's hope it works for you as well.

I had the same problem: it turned out that I had to enable the Media / firewire option in the BIOS

Changing the power setting away from Power Saver (in case you don't have the Dell power management) also enables the SD card reader - Yay! and Thank You for the advice!!!
