it could well be that the modem is trying to draw too much power that your usb port cannot supply.
suggest you try using it with an externally powered usb hub.
some dell laptop usb ports don't always provide the tech spec set out for usb of 500mA max.
it/they can only manage a lower output which may be insufficient for your modem.
the usb ports on your desktop on the other hand adheres rigidly to the usb spec & hence you don't seem to be troubled there ie it will supply the full 500mA

thanks i will try it.
But will you give me the same response if i say yu that:
1) this adsl modem runs with a desktop (usb 1)
2) flash disk storage is ok on the same usb port may notebook.
