There is no controle panel in Windows 8 I already located Dell Touchpad under computer management but there is no provision for adjustment in the dialogue. I will search for .NET but on Vista it only gave me problems and worse on XP.
INSPIRON 3521 purchased from STAPLES. The settings box for the touchpad has a grey box checked for use automatic settings, Some where there must be a master box for use automatic settings according to one note I came across on the forum but I can not locate it.
I recommend you to use the latest version of Windows: 8.1 64bit, then download and install drivers from this address: http://www.dell.com/support/drivers/us/en/19/Product/inspiron-15-3521 Windows 8.1 comes with .NET Framework 4.5 preinstalled, so you don't have to download and install it. Just download and install drivers correctly. After that, in Control Panel, there should be an icon named Dell Touchpad (or Synaptics blah blah blah) in which you can change the touchpad sensivity and many other options. You can also open Touchpad Control Panel by clicking onto Synaptics icon on taskbar.

Go to Control Panel, Dell Touchpad (you should have .NET Framework 4.0 or newer installed)
