ati mobility radeon 7500 - Jerky Graphics

I have had my laptop for a while now (Inspiron 5100, Winxp).  It works well etc... But there is one major problem.
The graphics are not perfoming well.
When running anything requiring good graphics they will appear normal and start to jerk for about 6 seconds and then go back to smooth for 4 seconds.
I have tried everything...  New drivers, old drivers, machine wipe etc...  Asked Dell support, who sympathized with me and did nothing... except point me to the drivers I already have.
I eventually gave up on the idea of fixing it.
But I have just downloaded a benchmark program which monitors the FPS of the graphics card.
I have run this benchmark at all detail/resolution/color settings.  It runs great for the 4 seconds and then goes jerky for 6 seconds, whatever setting the graphics are at.  I have tried closing off processes and stopping services to see if that would stop it from jerking.  But nothing has had any effect.
Does any one have any ideas?

first off, that card is less than stellar.   second off, those symptoms could be heat-related:

Depending on how much RAM you have in the system and the speed of the HDD you will see jerks in any graphical program/game to a point. If you are running the system with 256MB RAM it will need to page out to the HDD more often then if your running 512 or 1GB of RAM. If the HDD is a 4200 RPM type this will also slow down the speed that the system can put things into and get things out of the Windows page file, which will make things jerky. Now that video card is not the best but it all depends on what you are using the PC for. If you are trying to run some of the newer games, well they won't work well or work at all.

Since you make NO mention of what program you are trying to run when this jerkiness happens there is no way to really help. That is if there is any help available, which there might not be and you will just have to live with the jerkiness.

Excellent!! NemesisDB You were right!  That has been bugging me for no end!
My graphics are working great now!  I just blew out the dust from the heatsink and it now works like a dream.

I know the card isn't the best you can get but even old/poor graphics were running jerky.
e.g. My friends computer that had a worse card was running smoother than mine was.
