autoplay function is enabled on a usb smart media reader but will not autoplay

the computer is my sisters, it is a laptop inspiron 8100, running windows XP home with SP 2 installed.  when she first got the card reader everytime she would connect it (with a smart card already inserted) it would give the "What do you want windows to do?" question.  she brought the computer home with her from college and list of problems.  among them was the issue that when she inserts the smart card reader the unit no longer prompts with the "What do you want windows to do?" question.  I have tried uninstalling and reinstalling the drivers, disabling and reenabling the "prompt me each time to choose an action" button in the properties of the removable disk drive related to the smart card reader, I have tried some different things with regedit to no avail (and have set them back),  the CD-RW drive had had the same problem but uninstalling and reinstalling the drivers for the drive fixed that issue.  a friend told me to try a non-destructive restore which didn't work either.  If anyone has any ideas they would be greatly appreciated.

It is not a driver issue. 
 
Attach your card reader with a smart card installed in it.  The go into windows explorer and then right click on the card reader.  Click the AutoPlay tab.  Then on the drop down list, select "Pictures".  Then make sure that the "Prompt me each time to choose an action is checked.  You could also just click on the "Restore Defaults" and it should start acting like you want.  You may have to do this on each of the drop down items if you use your smart card for things other than pictures.
 
At one time, someone elected to "Take no action".

I tried left cllicked (once) on the device (which brought the drop down menu) then left clicked on properties menu then selected the auto play tab and found that all the "content types" were set to "prompt me each time to choose an action".  so, i set the pictures (that is what the card is used for) content type to "select an action to perform" and "view a slideshow of the images" then selected "apply" and "ok".  I disconnected the device (throught the"safely remove hardware" function in the startup and physically) and restarted the system.  after restart, I reconnected the USB card reader it detected the device but would no autoplay on its own, it did not bring up a slide show when i selected through the devices drop down menu "autoplay".  it brought up the "what do you want windows to do?" window.  so, I reset the autoplay function in the properties of the usb card readers drive (E:) for content type "pictures" to restore defaults which set it to "prompt me each time to choose an action" selected "apply" and "ok".  then restarted.   I disconnected the device (throught the"safely remove hardware" function in the startup and physically) and restarted the system.  after restart, I reconnected the USB card reader it detected the device but would no autoplay on its own.  Again when you select "autoplay"from the drop down menu it brought up the "what do you want windows to do?" window.  I am thoroughly confused, it is like the computer is not responding to what the drive properties are showing.  any other Ideas????
