bad product N5110

Dear sir;

first i trust dell products to the end .. and i use only dell laptop in home and in office.

my kap top is R15 N5110 I7-2670qm 8 Gigbyte ram 750HDD ( )

i buy it 3 weeks ago and i only start use it 2 days ago , the system was so runing windows 7 ultimate x64 , after updating the bios to A10

i try another copy of windows , but later i found that cpu is working only 800mhz and the fan is not working at all .

i run dell diagnostic and it give fan error 2000-0511 18348

please advice
