cpu usage history

the cpu usage history on the task manager seems to fluctuate alot and never seems to go any lower than 70% as i type now its constantly switching between 86 and 100%. this seems abnornally high and i have done spy and virus searches, disk fragments and disk cleanups. none of this seems to have made any difference. the majority of memory seems to be taken up by 'svchost.exe' which i know is vital to the operation of windows and so does iexplore.exe. i have 2 internet explorer windows open at this time yet 3 appear open on the process list one of them is taking up 35000k. what is going on ? the comupter seems to be running flat out when not performing many tasks and now as i type the processor rarely goes below 100% i have a 3.06ghz processor so this should be plenty of power for my usage i have 512mb of ram and have about 9gb of space left on the hard drive so its not like its too full. as a result of all this the computer runs slowly when playing games/movies and can take up to 10 mins to boot up. any suggestions greatly appreciated

Just taking an overall look at what you said it sounds like Windows is hosed.  You mention the amount of memory that ie is using.  How much CPU are the various processes using?  Those added together will give you the total CPU utilization.  For example my ie is using 42000k of RAM but is toggling between 0%-1% CPU utilization.  I think we need to look at the big picture.  You said it takes 10 minutes to boot!  My slow notebook could boot 20 times in that amount of time.  There could be a lot of things going on which could be causing your problems.  Way too many for me to even begin.  Unless you really have an issue with reloading Windows that would be my first suggestion.  If it's been 3-6 months since your last clean install it's about due anyways.  Just backup all of your important files and settings and do a clean install after formatting the harddrive.

How hot is the computer? Download i8kfangui and watch the temperatures in observer mode.

Also, go to your Power Options and make sure that you're running your computer at the Always On setting. This will ensure that you're processor isn't clocking down (slowing itself down) to conserve battery life or the like. When you're running your machine on the battery only, you may want to change the setting to another one to conserve battery life.
