dell xps 13 touchpad scroll not working

I bought a dell xps 13 a few months ago. I was pretty happy with its performance untill a few days ago, when its touchpad refuses to scroll periodically. While it is refusing to scroll, other multi-finger gestures like zoom, pinch etc work. Also, touchscreen scroll and mouse scroll also work. Problem doesnt go away even if I disable and re enable the driver. It sometimes goes away on its own, or on restarting the computer. This is very annoying, and has gravely affected my user experience. Any tips how to fix this?

I use windows 8.1
