pci.sys boot error

My Inspiron e1705 (Win XP Pro) was locked up and I was forced to do a hard boot. Now it will not reboot and throws an error.

 

The system will not boot in Safe Mode or to the last known good configuration. It will not even boot to the Windows XP CD. I have run the diagnostics that I could get to and it showed nothing more than some hard drive sector errors. I thought it was a bad HD so I purchased a new one but after installing it received the exact same error. I have two dims of memory so I even tried booting with only one installed at a time to try and rule out the memory.

 

Strangely I did manage to put my friend’s hard drive in and boot normally once. I thought that proved it was the drive but the new one I bought hasn’t helped.

 

Any ideas regarding what else to try? Could the BIOS be fried? How do you verify a motherboard and CPU?

Here is something I found.  You may need to install xp sp2.
