answered my own question in case anyone else needs it:

right click desktop>

screen resolution>

turn it to any lower setting>

apply>

open it back up>

go to advanced settings>

go to tab named "Intel graphics and media control panel">

change scaling to "scale to full screen">

change back to regular resolution>

next time you play a game in a lower resolution it will scale to screen
