Are you trying to enable scroll feature?

What exactly happens when you try to enable Touchpad Scrolling?

Follow the below mentioned steps to enable "Scrolling":

To get to the touchpad properties, perform these steps:

• Click Start.
• Click Control Panel.
• Using the drop-down menu next to View by: in the upper-right corner, select Large Icons.
• Click Mouse.
• Click the Dell Touchpad or Device Settings tab.
• When the Dell Touchpad tab option showed.
• Click on the picture of the touchpad.
• Click Gestures Settings.
• Enable “Scrolling”.
• After changing the options click OK.

May I know the Operating system installed on the computer?

Try uninstalling and reinstalling the drivers.

Uninstall:

• Click on the Start button and then choose Control Panel.
• Click on the System and Security link.
• In the System and Security window, click on the Device Manager link located under the System heading.
• In the “Device Manager” window, click the plus sign next to “Bluetooth” to expand it.
• Under “Mice and Pointing devices”, right click the touchpad  device and click “Uninstall”.
• Check the box “Delete driver software for this device”, click ok and follow the on-screen instructions to uninstall.
• Restart the computer.
