sending email when a file stops increasing size

Hi, I'm looking for a program able to send me an email when a file stops increasing size for a number of minutes. I'm using an old Dell Inspiron 1501 laptop with Windows 7 pro. I need to do that because that laptop is used to monitor a process in a remote location and if a particular file stops increasing its size, it means something happened and it's necessary my assistance. Some people propose to use Open Manage for that, but this software is normally used for Servers. So, I don't know if Open Manage can do that for me, or if it works in a Windows 7 laptop. Could anyone advise, please? Or if Open Manage doesn't, any idea what program can I use for this application? Thanks!
