video upgrade

Can a graphics card like an Nvidia Geforce 8400 be used to replace the Geforce 4 440 Go in my I8200 built in 2002? Are there any incompatibility issues?

No, there's no such card made to fit that chassis.

Do you know of a source for used cards that would fit? If my graphics card is bad, what are my options?

If the card is bad, you are limited to what was offered by Dell in this series. There are a couple of nVidia QuadroFX cards, which tend to be fairly expensive even now - and an ATI 9000, all 64 M and all proprietary to this C-series model.

or, if you're willing to risk it, Ebay.
