Hi,
Welcome to the Community,
It could be due to the Power Management option under wireless card properties. If the issue persists even after reinstalling Windows, check if the option " Allow this computer to turn off this device to save power is enabled" under Wireless card properties,Power Management. To check this setting,Go to Device Manager, right click on the wireless card, click properties, click Power Management.
Regarding the SM bus controller, you need to install the Chipset drivers.
First install the Notebook System Software from this link: http://dell.to/N9f375
Followed by chipset drivers:
http://dell.to/QhrF7e
http://dell.to/S4abN7
After reinstalling Windows you need to first install the Notebook System Software,Chipset followed by rest of the required drivers.
Thank You

i changed the options and installed everything.
but still have both problems .
when i take out the AC adopter the streaming of the WiFi stops, while the network signal still connected and excellent.
after i re-connect the AC adopter the computer re-identify the network .
does the BM bus is the reason ?
also Fn functions dont work .
i installed all the software in the CD and the 35 at the web . what do i miss ?

miky_miky,
I see you recently installed/reinstalled the operating system. Roshan gave you links to the notebook system utility and the chipset drivers. Installing the drivers in the correct order is important. The notebook system utility and the chipset drivers know what is attached to each system. How to Download and Install Drivers in the Correct Order
I would have used the recovery partition to reinstall the operating system. Restoring Your Computer´s Software to the Factory Settings
There are settings for the Intel 1030 adapter, but we'll discuss them after the drivers are installed in the correct order.

Hi miky_miky,
If you're referring to SM Bus Controller in Device Manager, that means you've not installed the Chipset driver. So install the drivers in the correct order as suggested by RICK.
For the Fn key functions to work you may need to install QuickSet utility.
