Dell Inspiron N4110 - Not Starting

I have a Dell 14R N4110 and it doesn't start by pressing power button, either with or without the AC Adapter Power Cable plugged in. There is no LED of any sort on the Laptop even when i put in the Power Cable (AC), however the LED on the charger is on.

I tried with another battery (same specifications) from a friend and it doesn't seem to be issue here. I mean the battery replacement didn't worked.

Wondering what would the real issue here, is it that the Power Board itself is not working or the motherboard is not getting power or if the motherboard itself is stalled?

I tried all approaches of pressing the power button for 10-30 seconds and then connecting the charger etc. None working, it doesn't simply have power in laptop no matter what i do.
