I have the exact same problem. I have tried with bios from A07,A09,A11-A16. Had no differences about this problem.
I have tried with a clear win7 64 bit pro (hungarian) and with the same version enterprise (english) system , with all windows updates( it doesn't matter), and with Dell Feature Enhancement Pack Application:
I think the problem is with the program. Somehow it can't communicate with the bios battery custom settings.
It would be good to work, because if I usually charge until 75-80 percent to extend the life of the battery but a few times I would need more power, then I could easily change it from windows, and after that, change it back to this custom mode. Now I have to hassle to go into bios when I want back the custom mode.
