The error code means there's a issue with the hard drive, and most likely you'll have to replace with a new one. However, you can reseat the hard drive and see if that will make a difference. Please enter your service tag number onto the link below for the system manual.
I can't actually find my laptop model on the list. I've tried locating the product Id and when that failed went straight to the name but the Inspiron 15-3521 isn't on the list. Is my model obsolete and why they don't have a manual for the process?
After you remove the hard drive assemble and disconnect the cable from the system board, press the 'Power On' button for about 5 seconds and then replace hard drive, and battery.

After you have replace battery and Ac adapter, power on system, quickly start tapping F2 key continuously to get into the BIOS. Please Reset the BIOS to Default Values.
If you're successful and able to boot into windows, I suggest you update any firmware or drivers in your Dell Product Support page. Please follow instructions in the Dell video below.
Finally have an update. Brother-in-law was able to help me remove the Harddrive (using it now) and so far it seems to be working. Didn't replace the battery but if it suddenly dies again I at least now know the cause. Thank you for all the assistance :) Saved me having to spend money I don't have just to keep working
