Inspiron 14 3442 touch screen issue

I bought a inspiron 14 3442 recently. Out of the box touch screen was not working. The device manager detects and says the touch screen driver is working correctly but the pc info says no pen or touch available. In the control panel the setting related to touch screen like tablet PC setting are absent. The touch screen diagnostics also pass. I talked to Dell support over phone and the executive said may be the screen needs replacement. I talked to the vendor and got the laptop replaced. This also has the same problem with same symptoms and the phone support again suggested screen replacement. So I talked to the vendor and got a third new laptop. This also has exact same problem with same symptoms. I think the probability of this happening due to HW failure is very low. More likely it is some settings issue. Can anybody help me?

Facing the same issue with the very model - Inspiron 14 3442 with windows 8.1. Searched online and did not find any solution relevant to 8.1.
