I'm still having issues. My apologies for the delay in response.
I have tried numerous things, including updating the bios. That said, I could not find any touchpad drivers on Dell's support site for the Inspiron 7559. There are display drivers and wifi drivers and such but no touchpad or mouse drivers.
I am currently using Windows 10 Home (64 bit), Version 1607, OS Build 14393.693.
None of these articles even mention mouse acceleration. None of them helped me at all.
My touchpad isn't erratic (although the palm rejection is extraordinarily poor -- but I can get past that). It's the acceleration that I take issue with.
Can you give me advice on disabling mouse acceleration with my built-in touchpad? Thank you.
I have reviewed these below listed articles and they have been marked solved for disabling the mouse acceleration for the precision touchpad. Kindly try the same and keep us posted.

What is the exact OS version currently installed on the system? Was that the Windows Anniversary edition update that went through recently?
As of recent, we have received few cases with driver related issues after the Win 10 Anniversary update.
Update the BIOS - http://dell.to/2aV8Rib - and reinstall the touchpad drivers and check.
If the issue is not resolved, then restore the OS to the previous version and check - http://bit.ly/2buaW5w | http://bit.ly/2aCOi8C

The Inspiron 7559 in fact uses a Microsoft Precision Touchpad.
