I don't think bumping it will keep it on top. That's not the way it works. But to answer your question, at least I think it was a question on opinions. Yes the bottom is the "high" power USB port and the top is just a regular USB port, in my opinion also. I have noticed that on my 8600. The bottom USB slot will power just about anything I put into it. There is a simple solution, just get the PCMIA adapter for extra USB ports. That will give you more ports.
