Could you please try these steps,

Please power cycle the modem/router (Shut down the system, then the modem/router. Wait for a 2-3 minutes, power on the modem/router and then the system) and then test the speeds.

Can you please test with safe mode with networking, if it works fine in safe mode with networking then the issue is most likely firewall or security software settings.

If the issue still persists, please uninstall the wireless drivers and install from our support site http://dell.to/1n3X2po. Reset the wireless mode in windows, refer to this link http://bit.ly/2rs2REt.

Kindly get back if there are any further queries.

I sent you a pm but I'll post on here just in case. Starting windows in safe mode with networking give me improved upload speed. Disabling firewall does nothing to improve speed and cycling the modem does nothing.
