Legacy mode will not detect wireless network

I have to run my laptop in legacy mode because I work from a bitlocker encrypted workstation USB drive.  When I am finished entering my work I need to upload it but when in legacy mode my wireless is not detected and I have no Ethernet connection on this laptop.  IT from my work place said I needed to enable UEIF.  I did not see an option to run legacy mode with UEIF enabled so I tried UEIF mode with legacy enabled.  That made it not boot to my USB.  I have search all over the internet and have not found any information on this problem at all.  Can anybody give me a clue.  I feel like I have tried everything.  I have a dell Inspiron_3551 64 bit.  I am running Windows 8.1.  I have downloaded the Legacy 1394 driver from Microsoft but when I install the MSI package the legacy1394.inf is missing.
