The proxy server isn’t responding

• Check your proxy settings 127.0.0.1:53194.
  From the Settings charm, Go to Change PC settings > Network > Proxy.
• Make sure your firewall settings aren’t blocking your web access.
• Ask your system administrator for help.

This is what I get when I try to use the internet on my Windows 8.1 start screen through Internet Explorer.  None of my apps on the start screen work because they won't connect to the internet.  Yet I can use the internet on my desktop.  I've tried changing the proxy to automatic numerous times however it keeps changing back within seconds.  I'm beyond frustrated and just want to use my computer.  Does anyone know how to solve this issue so that I can use my internet and my start screen apps again?  I know extremely little about computers so any help would be greatly appreciated.
