Wireless mouse doesn't work

My old wireless logitech mouse malfunctioned last week. I replaced it with a Microsoft and it didn't work. I now have a Targus and got message that driver successfully installed, but no cursor movement. All my USB ports work with other devices and I've run a Dell hardware check, everything passed. I even did a system restore and it didn't fix it. Have I inadvertently turned it off with a function key, although I did try that, too. I have an Inspiron 1545.
