Try going into the BIOS. To do so tap the F2 key at boot.  From the menu on the left, select system configuration then choose Function Key Behavior.  You may have two options listed,  Multimedia Key first, or Function Key first.  Change it to the opposite setting and see if that makes a difference.

If that doesnt help, you may have to go into the Quickset utility. There is typically an icon on the task bar for Quickset.  Check the hotkey functions screen and see if you are able change F3 functionality there.
