The only info you posted is not allowed on this public user forum. Use the Edit button to remove your service tag and put the relevant info in the body of the post--operating system, model computer and age of the battery for starters. "Tags" does not mean service tags. It's for searching the forum for postings.
Test it without the battery. Remove the battery and use just the adapter plugged into a good outlet. If it works then, replace the battery or use it always plugged in. If it doesn't work it could be the motherboard or the adapter. If this is an older laptop, consider buying a new one. It's not worth spending a lot of money on old laptops.
