Did you plug in the service tag for your computer? Also make sure to select your version of windows. If you do it will remove all the drivers not for your computer.
As for the correct order of install, take a look at this, http://www.dell.com/support/troubleshooting/us/en/19/KCS/KcsArticles/ArticleView?c=us&l=en&s=dhs&docid=DSN_1A0C0937D62A8739E0401E0A55174744

Hi Gold9er2,
In addition to the useful information provided by ZA_Guru I think it is worth mentioning here that you both seem to presume you've wiped the entire contents of the drive.
Your Dell HDD as it is shipped contains a RECOVERY PARTITION. So unless you've used a one-shot-kills-all drive utility like DBAN (Dariks Boot and Nuke) or purposely written zeros to the drive (frequently seen as an "Full Erase" feature on manufacturers Drive utils like Seagates Seatools or Western Digital's Data Lifeguard) I would guess the HDD recovery partition is intact. You can run this by tapping the F8 key during startup and selection REPAIR COMPUTER.
I'm guessing since you mentioned you bought a new copy of Windows 7 that you are upgrading as XP rolls up on the end of it's service life. If that's the case it's is important to realize that Dell (along with all other computer Mfg's) only provides OS support for systems they've certified for that operating system. So say for example your machine shipped with Vista ...you will have good support for win7 since a lot of the drivers are compatible. If it was XP you will have greater difficulty finding "across the board" support for your system even from the Drivers and Download page. IF THIS IS THE CASE...SEE THE FOLLOWING
One of our fellow Dell Community Rockstars natakuc4 writes an in depth series of guides for how to bring your computer back to full functionality from a complete clean installation. Here's the current version at WordPress where it was moved to after it was repeatedly mistaken for Official Dell Publication (That's how well and comprehensively it's written)

And here's the predecessor to the current wordpress version that used to be found on the Dell .ftp site.

XP End of Life is less than 1 month:
If you want to install Windows 7 32 Bit on this model you may use the following drivers:
http://dellwindowsreinstallationguide.com/driver-sets/latitude-d-series-laptops/latitude-d610-windows-7-32-bit/
The system is on the very low end regarding system requirements for Windows 7 in particular on the video. Moreover this system has a IDE hard drive interface which is obsolete. As the hard drive is the most likely component to fail and there aren't many of these drives around now its always a risk.
Its recommended you install Windows 7 using a Digital River .iso without a product key for a 30 day trial before buying anything:
http://dellwindowsreinstallationguide.com/download-microsoft-windows-and-office/download-microsoft-windows/windows-7-sp1-iso-download/
You can also try Windows 8.1 32 Bit for a 90 day trial:
http://technet.microsoft.com/en-gb/evalcenter/hh699156.aspx
However there are reports that the video driver will not install in Windows 8.1 32 Bit and hence video performance will be worse than Windows 7. I haven't tried it hands on with this model however.

You should tally up any prices for the Windows 7/8.1 license and memory modules (if you don't have 1 GB or superior installed) before deciding on what to purchase. The price of the Windows 7 license can often be costly.
Hint: Its also worth waiting till mid April to buy the Windows license as there are reports that Microsoft are considering significantly lowering the price of Windows 8.1 due to its unpopularity and the need to maintain the XP userbase.
