BIOS hanged stuck on boot logo what should I do

 Dell latitude E6420 series.   Help.

Welcome to the Dell Community   @Rohanshu 

Hold down the "D" key, push the power button, release the power button, wait 2-3 seconds and release the "D" key

The laptop should go through an LCD test of solid White, Red, Green, Blue and Black 2 or 3 times.

After completion it should try to automatically boot 2 or 3 times.

Remove your HDD and try to boot.

If it goes past the Dell splash screen, then the HDD is most likely bad.

Power-on and start tapping the ( f12 ) key.

Run the diagnostics.

If you have 2 sticks of memory try booting with just one installed.

If it does the same try the other stick.

Make sure you try booth slots.

Just seen your video,

You tried to run Dell Offline Diagnostic to check Hard drive and other Hardware within the computer?  If no, then please follow steps below:

1. Power off computer. Remove all peripherals such as Flash drive, external driver or spealers.

2. Power on computer, quickly start tapping F12 continuously until you see Preparing One Time Boot Menu in top right corner of screen. In Dell Preboot menu, select Diagnostic. Report back any error code. 

Note: Please don't wait until the Dell logo to appears to start tapping F12 key, soon as you power on computer, quickly start tapping F12 key. Got to be quick with the fingers for this step to work.
