There actually is no "Battery Settings" button in Dell Power Manager, but there are selections one can make with the "Thermal Management", "Battery Extender", and/or "Advanced Charge" settings. Depending on which options you have selected, some of these settings may be "grayed out", meaning you cannot select them. I hope this information helps.
it was there on my previous dell latitude laptop. I want to set my battery max charge level to 70% because i mainly use it at office (220V). Screenshot below is from dell guide
