Intel Speed Shift does not use TurboBoost clocks in Windows 10 (7480)
I've found some interesting into Bios - it is Intel Speed Shift technology.
So.. I switched it on - and the behavior of the cpu clocks becomes very strange. I've googled some info, and found that SpeedShift is alternative for SpeedStep, but not something that can work together. So, I disabled SpeedStep, now SpeedShift works intead of SpeedStep. Everything is fine, the battery life extended for approximately 10% over SpeedStep without TurboBoost, but I can't find any way to use TurboBoost clocks with SpeedShift. Is any? Preferably wiyhout using 3rd party software (I guess something in windows registry should be changed, but have no idea what).
I'm actually very happy with Speed Shift on my 7480, but can't find any way to use TurboBoost clocks with it.

Hi - this response is kind of late but....
Speed shift is the successor to speed step. It is supposed to be better.
Can you comment on why you think your turbo boost is not functioning? If you use core temp, HWinfo, HWmonitor, etc...you should see freq greater than 2.1GHz when you are doing something CPU intensive.
