Latitude 5420/7420/7520 CPU Throttling Issue on Linux
Hi there!
I have Latitude 7520 laptop with i7-1185g7 and this model has a huge problem with CPU throttling.
Besides this model users report that 5420/7420 models affected too.
This laptops have a two issues:
- Throttling to 400mhz after running power-intensive workloads for a short amount of time -- which caused by incorrect work of legacy interface. This issue can be resolved by blacklisting "intel_rapl_msr" module or install intel/thermald v2.4.6.
- The same issue but cpu stuck on 1800mhz -- it is another issue and currently I haven't any idea how resolve it. Looks like something from firmware locks CPU power.
Message from Intel developer(pls see here) :
The problem is that TMEM sensor reaches its limits of 42C in 4 seconds, so the system is throttled from max power. Even at the start the temperature is 39C. So not much margin. Not
sure what can be done here
So I am trying to find and solve this problem. Maybe someone from Dell can help. A lot of users buy Latitude laptops for work with Linux and as I can see Dell sells linux version of this laptops.
What I see currently:
- In Windows it works correctly(3.3-4.8ghz on max load)
- Latest mainline kernel(`5.13.0-1-mainline`) doesn't fix it
- Latest bios doesn't fix it(1.7.1 for my laptop)
- It depends on laptop vendor. I have MSI laptop with the same i7-1185g7 and it works properly, one difference is: Dell show "base_frequency" as 1800mhz, MSI as 3000mhz. Maybe it's related
- Load/Unload modules, disabling intel_pstate, tune tdp limits, changing thermal mode(quiet,cool,balanced,performance) doesn't affect this problem

The Latitude 5420/7420/7520 are only supported by Dell with our imaged Ubuntu 20.04 LTS. If your system is running out of performance (throttling, etc.) when using the Dell image, please click the DELL-Cares username and share your service tag via private message. You could also post your issue on our Linux board to get more exposure to other Linux users.
The product team confirmed that there is not a generic Dell OEM Ubuntu image for download. The Dell OEM Ubuntu image is only "provided" to PCs that shipped with it tied to their Service Tag. We can only troubleshoot the Latitudes that shipped with our Dell OEM Ubuntu image. Or Latitudes that shipped with our OEM Windows and exhibit the same issue. All other users who installed other Linux will need to post on our Linux General board to get further assistance.

Hi,
The model dell XPS 9310 is also affected by the 1,8Ghz limit after few seconds.

One of Latitude 5420(i5-1135g7) users reported that newly released version of bios 1.10.0 didn't solve this issue.

Interesting that the problem also exists on Lattitude laptops with Tigerlake. I just returned my Thinkpad laptop because of thermal issues on Linux and was a minute away to order 5421 until I saw his. No sure if the problem also persists on 5421.

I will avoid buying new latitude laptops for linux until dell provide update about this issue.
Despite "ProSupport" I am surprised by the Dell support. Looks like this option just a "marketing ploy" and works only for issues like "how I can use email on my laptop". Based on my experience other more cheaper laptop vendors more interested to resolve problems with their laptops. This problem affect 5(!) models of dell laptops.
Some unexperienced users can take no notice this issue because them don't know how it should work and think that all is ok. But it works a twice slower than other more cheaper 11gen laptops. It is terrible for this price and promised support.
I going to change laptop vendor if this issue will not fixed in a 1-2 month.

Facing the same issue here with a Dell latitude 7420 , with latest bios 1.8.2 , I cannot understand why DELL can make a terrible laptop like that .
The latitude series are not cheap laptop series , but i 'm so disappointed about that , i will never buy laptop dell any more

I am also experiencing the same issues in Manjaro Linux on a new Dell XPS 9710 with Intel Core i7-11800H CPU.
Dell Support, please post some guidance on how to resolve these issues for your laptops!
