Latitude 5431, random CPU performance issues
Greetings community !
The company I work for has recently purchased a batch of Latitude 5431 laptops for a standard replacement and we started receiving numerous issue requests from our users. The issue is not consistent - may happen at any time, but once it occurs the laptop becomes almost unusably slow. During our investigation we found out that while the issue is active the CPU's performance is cut to no more than 10% regardless of the current load.
So far we have tried almost everything without success :
- Dell's standard troubleshooting tools (no issues found)
- Update all drivers and firmware
- Update BIOS
- Restore BIOS factory default settings
- Edit Windows power plan to high performance.
At this point we are running in circles. If anyone knows how to resolve this issue - please assist!

Rolling back BIOS to version 1.2.2 also worked for me. Tried on 2 machines now

I have the same laptop -
In the work office I have dell docking station with 130W power supply (so for computer I have 65W) - and I have problems as you described.
In the home I have docking station with 180W power supply - 130W for computer and my computer works without aby problems.
Have you checked this configuration?

Rollback the BIOS to 1.2.2, it will resolve the issue.
In my experience it didn't matter what wattage I was connected to.

Quick update regarding this topic :
We sent one of the laptops with these issues for repair and as a result the motherboard was replaced. During the tests with October 17, 2022 BIOS 1.7.0 the performance has been improved, but CPU utilization has a cap of 74% (previously it was 10%). Also, we tried the old BIOS version 1.2.2 (our current workaround), and CPU utilization doesn’t have a cap and runs at stable 100%.
From my point of view, replacement of the motherboards won’t resolve the issue, and unfortunately, we have to wait for a new version of BIOS. Moreover, we faced a couple of times with touchpad issues with a new version of BIOS (1.7), and never with an old one (1.2.2).

I also face this issue. And rolling back to 1.2.2 actually helps. Today Dell has released a new BIOS version 1.8.1, which I thought is going to fix this issue. However, it did not. Same single core usage. The problem is that now you cannot roll back to the bios version lower than 1.7.0. We need to escalate this asap to make dell fix it. Or allow to roll back again to 1.2.2. My laptop is totally unusable and I can’t work.

I have the same issue.
My Bios is 1.7.0, downgrade to 1.2.2. its work. My computer good and fast.
My windows OS windows 11 22H2, and the lastest windows updates.
updates the lastest dell driver.
CPU: I7 1270P RAM: 32 GB HDD: SSD 1TB

HI Everyone
I open case with this issue. But Dell Support told me. Dell RD team did not recive anyone report about this issue before. my case is first. If many pepole have the same issue and report to dell team, they will solve the issue fastest.

Hi, I have the same isseu; created a tech case to DELL representative to enforce the BIOS development.

No. Hopefully the next BIOS update will address this problem. In the meantime, downgrading to 1.2.2 has been stable.
My computer had a recent BIOS update cached via Windows Update, so it kept reinstalling the broken BIOS with every reboot. I had to find that file and delete it. I also disabled Windows Update for the next month.

We have a number of these devices, and have just recently started having issues on a couple of them.
Unable to roll back to the 1.2.2 bios as it's throwing a "bios blocked due to unsupported downgrade" message at reboot, even though the bios setting allows downgrading the bios.
Can anyone confirm whether you have the "12th Gen Intel(R) Core(TM) i5-1240P" processor?
In troubleshooting the issue, it looks like it has to do with the number of cores being parked. The default setting was only reserving 3% of the cores to not be allowed to be parked. I adjusted to allow more than this. After a reboot the device was running very quickly, however, it looks like it may be getting too hot which is causing some kind of thermal throttling which then parks 15 out of the 16 cores and stops using them. Even when the device is underload, it will leave them parked.
I'm using an application called "Quick CPU" to check this.

A couple of us are using the i5-1240P. I haven't received that message though. What version BIOS do you have installed now?

The one I'm currently working on is running the 1.8.1 version. Have some others running 1.7 that are also having the problem.
We also have some that are running 1.2.2 and they are running just fine.

I see on Dell's website that 1.8.1 does not allow downgrading past 1.7.0. What a shame! I wish that version would have fixed this.
If anyone else reads this: DO NOT UPDATE TO 1.8.1! It does not fix the problem.

I have exactly same issue with my brand new Latitude 5431 with 12th Gen Intel(R) Core(TM) i7-1270.
I've spent 4 days troubleshooting, re-imaging and found same explanations as in previous posts. At some random unpredictable situations CPU stops performing and works only at one core at a time also leading to very high temperatures and intensive fan-cooling.
I will have Dell technician on-site tomorrow who will most likely replace my motherboard.
I run on BIOS version 1.8.1 but I started to wonder what to do next if motherboard replacement does not help? It is ridiculous that quite powerful machine is completely unusable.
