Latitude 5431, random CPU performance issues
Greetings community !
The company I work for has recently purchased a batch of Latitude 5431 laptops for a standard replacement and we started receiving numerous issue requests from our users. The issue is not consistent - may happen at any time, but once it occurs the laptop becomes almost unusably slow. During our investigation we found out that while the issue is active the CPU's performance is cut to no more than 10% regardless of the current load.
So far we have tried almost everything without success :
- Dell's standard troubleshooting tools (no issues found)
- Update all drivers and firmware
- Update BIOS
- Restore BIOS factory default settings
- Edit Windows power plan to high performance.
At this point we are running in circles. If anyone knows how to resolve this issue - please assist!
Thank you!

I'm waiting for this as well.
Brand new Dell laptop and unable to do a simple tasks without performance issues ...
We need a fix fast as our company was planning to replace our current laptops by Dell laptops but with the current issues we might need to rethink that strategy
When is the new BIOS version expected?

Could we have update on this ? We need communication on this cause this problem has critical impact. This is not a solution to downgrade Firmware.

It's been almost three months and barely any acknowledgement from Dell and technical support still telling us to run diagnostics and replace motherboards.
Can we get some kind of update here? Is a fix coming this month?
At the very least you should be pulling the problematic BIOS version from your downloads page or adding a disclaimer.

In the L3 meeting today this issue was discussed. Periodically check the Latitude 5431 drivers page for a new BIOS in the coming weeks.

Thanks for sharing @Benhhh. We tested on a few laptops on stock and new BIOS 1.10.1 seems to be working fine so far.
For everyone else affected - please test BIOS 1.10.1 and share your results.

Prior to release, BIOS 1.10.1 was shared to several users with this issue and it appears to correct it. As Ivan_Pavlov3 suggested above, all should install it and retest.
* Connect the provided external power adapter to the Laptop
* The Laptop is not connected to any dock, external monitor, printer, drives, etc.
* Download/Save the latest BIOS file to the Windows desktop
* Close/end task all unnecessary software applications (Browsers, Dell SupportAssist, Dell Update Application, Dell Display Manager, Dell Display and Peripheral Manager, Steam, Anti-virus, etc.)
* Find the saved BIOS file on the Windows desktop
* Right click the file and choose, "Run as administrator". Note, you do not need to "extract" the file. Just run it
* Follow the prompted instructions. The Laptop will reboot on its own, do not force it

Small feedback.
I could work with the new bios now 2 working days without problems.
So far it looks good.

Hello!
My problem was solved with the bios 1.10.1 for Latitude 5431.
Please doublecheck if your Laptop is really a 5431 and if you have the correct bios.
You have written BIOS 1.10.1 (20/12/2022).
But the BIOS Update 1.10.1. for Latitude 5431 is dated 18/1/2023.
The next oldest version was 1.8.1 from 24/11/2022, so no BIOS Updates for 5431 from 20/12/2022.
Greetings!

Hi,
We have the same problem with one core active and 15 parked. Updated BIOS to latest version 1.10.1 (20/12/2022) - NO IMPROVEMENT, the Latitude 5431 is still a dud.

I have upgraded to 1.10.1 and am still seeing this issue. I also noticed that some components are not reporting a version at all, and one is reporting a current firmware version of 0.0.0.0

CPU still appears to be heavily throttled... ie pegged @ .33ghz
Is there anything else I can try Chris?

I have got rid of the issue by setting Maximum processor state to 100%. here

The issue is presented again after 1.11.0 Bios update (on latest 1.12.0 as well). 9 of 12 cores are parked.
Upd: rolled back to 1.10.1, still the same issue. So I’ve suddenly started to experience performance problems again and BIOS version does not matter. Weird.

And ofc parked cores are not the problem. The laptop is stuttering and opening task manager for 10 seconds

Upd: sorry, this was a specific windows software issue which coincided with BIOS update.
