If you are trying to upgrade to TPM 2.0 for Windows 11 consider the following. Dell does not list the E5570 as qualifying for the Windows 11 upgrade per this web page. Also the E5570 had 6 and 7th generation Intel CPUs and only 8th generation and newer will be supported (this from MS not Dell).
I know that Windows 11 won't run on Latitude e5570. I'm just curious if TPM is supposed to be upgraded that way or not. I think that every step of the instruction was fulfilled but still specification version is 1.2. But maybe there is some steps needed to be done after system reboot? Or this upgrade is not about changing a specification version? Or maybe BIOS must be upgraded also for such an upgrade to happen?
@U2CAMEB4ME , yes this is the file that I used for upgrade. Right now tpm.msc shows that manufacturer name is WEC, manufacturer version is 5.81 and specification version is 1.2.
I would suggest RUFUS version 3.18 as others have noticed that the latest version does not have the option to bypass the TPM and Secure Boot. The video explaining the installation can be found at YouTube here. And my post from 1 1/2 years ago was the situation at the time. Now Windows 11 can be installed on unsupported systems using a number of methods .
My Latitude e5570 updated Tmp from 1.2 to 2.0 and runs Windows 11 and updates. It can be done.
To upgrade TPM:
Download 'DellTpm2.0_Fw1.3.2.8_V1_64.exe'
It is a Nuvoton file used by Dell.
1)Using Powershell with Admin Privilege enter the following command-
Disable-TpmAutoProvisioning
2)Clear Tpm (ownership) by pressing Windows button + R then type 'tmp.msc' (no quotes) and click Clear TPM. When finished, follow black screen prompt (f12) to restart.
3)Turn off all 'Core Isolation' security features (3 in total) Type 'Core Isolation' at Start Menu to navigate to this feature.
4) Click with Admin privilege on downloaded file DellTpm2.0_Fw1.3.2.8_V1_64.exe. And run.
When finished installing the downloaded file - (DellTpm2.0_Fw1.3.2.8_V1_64.exe)
The previously Disabled the TPM now needs to be Enabled'
5)Type Enable-TpmAutoProvisoning using Powershell with Admin Privilege. Then press Windows button +R and type tpm.msc
@Latitude5570 YES!!! Thank you it worked for me I was SOOOOO Worried that I would mess up and brick my laptop but now I want to upgrade from V1 to V3 I am about to try this right now I will be crossing my fingers 🤞
Update: Nope it didn't work but oh well at least i went from 1.2 to 2.0 V1 so I am content... For now, LOL

I get the message: This processor isn't currently supported for Windows 11 then a link to click to read about supported processors and then the display of my processor which is Intel Core i5 6440HQ CPU @ 2.60 Ghz. Is there a way around this such as one of those utilities that will install Windows 11 bypassing the CPU check?

Using Rufus software to burn the Windows 11 iso to USB flash memory, there is option to disable TPM 2.0 check and other checks
