If you clone from within Windows, the target won’t still be encrypted, but you can always re-encrypt. Macrium Reflect Free supports cloning and imaging BitLocker partitions just fine, both while unlocked and locked, and both inside and outside of Windows. I’m fact the paid versions actually have a way to perform clones and image restores that preserve BitLocker on the target, even if it has a different master key, but in a clone scenario that doesn’t work for the initial clone. It would be used for cases where you wanted to run periodic clones on a regular basis. But I’ve used it for that purpose and it works very well.
