SupportAssist installation failed

Since the last major win10 update, some of the hardware stopped working, such as the TouchPad. I updated the touchpad drivers by manually downloading them and it fixed it. The serial ports also stopped working correctly, I cannot longer flash devices through the serial port, and couldn't find any driver that fixes it.

I tried installing SupportAssist to check my drivers but the installer will through an error:

Tried everything listed in this thread: https://www.dell.com/community/Knowledge-Base/Solutions-for-common-SA-SupportAssist-installation-issues/ta-p/7389523 but none of them worked.

I have the Dell Latitude E5470 and Windows 10 Pro 64bit
