What is "ME Lockout MOD" ?

There is an OOB management option called "ME Lockout MOD - Manageability" in several model configurations, for example here:

I know what is Intel ME, so you can skip the part explaining what is it, I just want to know what exactly the "Lockout MOD - manageability" means. Unfortunately, the chat support rep. was not able to answer me about this one.

I am also curious about what OP asked, but it seems what you linked is completely irrelevant? The lockout mod has nothing in common with "ME Inoperable".

From what I heard, the Lockout MOD is a ME manageability option, but I don't know what form of manageability it offers. Hope some Dell official can answer this!
