Windows 10 Update Assistant fails update with error code 0xc19001e2

I have tried multiple times to update my Latitude 5591 from version 1803 to the current version.  The update fails with the message "There was a problem running preinstall.cmd scripts" and error code 0xc19001e2 is generated.

I have tried to investigate via Microsoft and they indicate potential software conflicts on Dell machines with Dell Encryption Management Service and Dell Digital Library Service.  

Has anyone else had this issue and how was it resolved?

I am also having this problem on a Lattitude 7490. I've tried using the Media Creation Tool to install, but that does not work either,

MOSETUP_E_PREINSTALL_SCRIPT_FAILED A preinstall script failed to execute or returned an error.

Dell Data Security (and Dell Encryption) is the software causing the issue.

You have to remove both of these to upgrade.

bitlocker will also do this.

Dell Data Security will not uninstall without first uninstalling Encryption/Authentication/Encryption Management Agent.  But there is nowhere for me to uninstall those things.  They do not show up in the program list to uninstall.  When I search for them in the taskbar, and try to uninstall from there, it just takes me back to Control Panel and they are not listed there to uninstall.  What am I missing.

BTW-I was contacted by Dell to provide contact info via Private message (which I did promptly).  They promised help within 24 hours and I still have not heard from them.  Frustrating.

I had same issue until i uninstalled Dell Data Protection.   There is not an item in Add remove programs but if you browse to  C:\Program Files (x86)\Dell\Dell Data Protection\  you will see a file DataSecurityUninstaller.exe.  Just double click the file to run and once it's uninstalled you should be able to update your Windows 10

Thank you very much!  I was finally able to get the update installed.

As a follow-up, did you reinstall Dell Data Protection after you updated?  If so, did you encounter any problems?  I'm trying to decide if I want to take that step next.

Absolutely fantastic! By using the Dell Data Security uninstaller tool the issue 0xC19001e2 was solved!!! I have an older pc Dell E6440.

I have been struggling around (full working days during three weeks!) with serious help from different agents at Microsoft support  with a number of 3-4 hour sessions. Nothing helped. They really tried to help but failed. Some gave me the advice to reinstall Windows 10, which meant that I would loose several aps and would need to reinstall Office and other programs!

Go to C:\Program Files (x86)\Dell\Dell Data Protection and uninstall it all with Run as Administrator.

Then restart.

Next simply go into Windows Update panel and install.
