Get the hardware. Install ubuntu 13.10 on a separate partition. Everything works as best as it can. Have fun!

p.s. I strongly recommend you read the reviews and other posts about the quality and performance of the hardware. Some people, including me, have problems with buzzing noise of unknown origin and pressure(light leakage) points on the screen. I don't know if that's an ubuntu thing or low hardware quality standards, but you also might be affected by it. The fan also appears to spin up to high speeds if you're stressing the system a bit too much, e.g., when compiling with all threads, or doing some calculations. For me that's not a problem, but to others it is. 

p.p.s. The how is very simple. Download the ubuntu 13.10 iso and "burn" it on a usb disk. Insert the usb into the laptop and choose the appropriate boot device. If done properly Ubuntu from the usb disk will start. Since the bios isn't locked up by the hardware manufacturer there's really nothing complicated about it. It should just work. I dunno. Just follow the basic Ubuntu installation guide. With the Dell xps that comes with windows things might not be so simple because of the requirements by microsoft to have uefi enabled, etc.
