Just to update my own post, Ubuntu 21.10 really improved the usability of the fingerprint reader with this laptop! I would say the fingerprint reader works about 80% of the time now, with the one caveat that I have to hit some letter/number key in order to trigger the password prompt.

I have the same experience. It works sometimes, sometimes not. Dell XPS 13 9310, Pop OS, libfprint-2-tod1-goodix 0.0.6-0ubuntu1~somerville1a

All I can say is that I am glad to know that I am not the only one.
