RF hardware kill switch blocks wifi, bluetooth and suspend

I just hit the following, apparently rather old problem:

If hw kill switch is on, apparently because the blocked bluetooth interface cannot be broad to sleep, my Dell XPS 13 refuses to sleep.

The solution described at linked page with re-loading module dell_laptop works for me.

I am running Ubuntu 13.04 with kernel

3.11.0-031100rc3-generic (recommended for making backlight controll working)

Rebooting with another (true Ubuntu 13.04) kernel does not help.

Since problem is old, perhaps this is a regression?
