Thanks the wubi.exe not webi.exe as I previously wrote is common for KUBUNTU and UBUNTU. Disabling the card reader in device manager got it to work (read that about). However when launching KUBUNTU installer I just got the KUBUNTU logo with a blue screen and nothing else as before. So I installed UBUNTU instead, it works. I was under the impression if would would work so would the other, guess I will have to just stick with UBUNTU for now.

Try posting this issue on the Ubuntu Forum from the link below. Dell does not support Kubuntu.
