There was a workaround to this - which was to do the install with a PS2 keyboard and mouse attached. When the install completes can reattach the USB keyboard and mouse and it is recognised.

 

I have passed this info to Dell, who informed me that this would be passed on to developers for a fix in the next BIOS upgrade.
