Black circles and black smears

Black circles and black smears are appearing in bottom right hand corner of screen.
I guess the monitor is dying, any help?

Gotemba,

Do they appear in safemode? Are you using the blue VGA or the white DVI?

* Click Start- Turn Off Computer- Restart
* At the blue Dell, tap F8 to bring up the Windows boot menu
* Scroll to and select Safe Mode, press the Enter key
* Select the first or only operating system, press the Enter key

The black smear and circles are there in safe mode. I have no clue what blue vga or white DVI is.

Gotemba,

* Turn off the monitor
* Plug the monitor power cord directly into the wall socket to remove any surge protectors or APCs from the troubleshooting equation
* Unplug the monitor video cable from the back of the computer
* Turn on the monitor
* The floating dialog box should appear on-screen (against a black background). As it floats around, do the black smear and circles appear in it? If yes, the monitor is defective

Dell-ChrisM,     I did as you suggested and the smears and dots are still there. I guess the monitor is defective. Monitor is only 14 months old and naturally out of warrenty, so much for Dell products.
